Topic: Executing Partnerships Under Pressure: P3s, EULs, and Logistics Execution in Complex Environments
Abstract: Public Private Partnerships (P3s) and Enhanced Use Leases (EULs are increasingly critical tools for delivering sustainment capacity and long-term value in complex public-sector portfolio of the Army Organic Industrial Base. As a civilian, Mr. Wilson with the Army Materiel Command (AMC), has supported P3 and EUL initiatives that accelerate capability delivery, optimize resources, and integrate private sector capacity and resources. Complementing this work, as a Soldier, LTC Wilson supported the Strategic Advisory Group–Ukraine (SAG-U), focused on collecting, tracking, distributing, and maintaining military equipment donated to Ukraine. Together, these experiences highlight how disciplined governance, data integration, and stakeholder alignment enable effective execution in high-risk, time-constrained environments.
Bio: Lieutenant Colonel Terrance M. Wilson, Sr. is a senior program manager and logistics officer with more than two decades of leadership experience across the U.S. Army and the federal civilian workforce. He currently serves as a Program Manager and Chief of Program Management for the Army Materiel Command Analysis Group (AMCAG) at Redstone Arsenal, where he leads complex, data-driven initiatives supporting modernization, resource optimization, and enterprise decision-making.
In the U.S. Army Reserve, LTC Wilson currently serves as the Support Operations Officer (SPO) for the 316th Expeditionary Sustainment Command (ESC), responsible for synchronizing sustainment operations, distribution, maintenance, and supply integration in support of large-scale and expeditionary missions. He has commanded at the company and battalion levels and has held a broad range of senior staff and advisory leadership positions, including Command Inspector General (IG) for the Deployment Support Command (DSC), Aide-de-Camp, as well as S1, S3, S4.
LTC Wilson enlisted in the U.S. Army in 2001 and was commissioned as an Adjutant General officer in 2005. His professional military education includes Command and General Staff College, Senior Acquisition Course, Support Operations Course, Joint and Combined Warfighter Course, Theater Sustainment Planner Course, and the Army Inspector General Course. He holds a Master’s degree in Strategic National Resourcing from the Eisenhower School, a Master of Public Health, and undergraduate degrees in Psychology and Education.
A certified Project Management Professional (PMP) and Lean Six Sigma Master Black Belt, LTC Wilson specializes in program governance, risk management, process improvement, operational analytics, and organizational transformation bridging strategy and execution across complex organizations.
